Since Twitter reached 100 million users, Twitter has been planning on this big move. What this means for the user is you won't see much of the "whale" when Twitter is full. It will be able to handle many more people so you won't have to get that frustrating whale.
Personally I am very happy with this news. I never liked when I got that "whale" screen. Glad to see Twitter is finally upgrading!
